Only the immediate transfer part of a deal is binding, for example handing over an enterprise or cash in exchange for something. Anything about future actions or favours in the same deal is not enforced by the game, even if you pay up front; players police that themselves. Promise cards are the exception, since they are transferable assets that do bind.
