The rulebook states that spouses cannot be transferred and describes the discounts; the optional reading is the community's.

Spouses cannot be traded. A spouse's retirement discount is optional, since the rulebook says each discount "may" be used, once per London Season and once in Final Scoring. You can hold more than one spouse, and their discounts stack.
