Does a catastrophic failure remove any officeholder, or only Presidents rolling for trade?

Any office that makes a check loses its holder on a catastrophic failure, including Presidents, the Director of Trade, the China Superintendent and Governors. The piece goes back to the pool and the office becomes vacant.
