When does the Crown draw a new AI card?
At setup for the starting climate, then once per turn during the Chairman's actions: before the Crown acts if the Crown is Chairman, or after you finish acting if you are Chairman. The Crown Handbook's Set Climate steps (pp. 4-5) spell it out.
