What is the number at the bottom right of a law card?
The rulebook says the PM marks the starting support with the Votes marker.

It is the law's starting support. The Prime Minister marks it on the Votes track before voting begins. It is not an extra vote cast by the Prime Minister, who starts with no votes of their own.
