When do Power markers move, and who can lose Power from a purple policy?

Power markers normally move through a Parliament policy. If the law passes, the selected Power policy is resolved. If it fails, the new Prime Minister (the Opposition Leader) first shifts the policy to an adjacent space and resolves that one. Any player's Power can drop if their marker gets swapped.
