When does Inclosure Acts pay, and do family members on a prize still pay upkeep?

It pays £1 per family member on a prize each turn during the Bonuses phase after it passes, but not in the turn it passed (the phase already happened) and nothing if passed in the last round. Upkeep is paid separately in Upkeep and Refresh.
