What happens when an empire conquers another region but no flags remain?

The conquest still resolves but no flag is placed, since flags are limited to the supply. The Elephant still follows Imperial Ambitions, so the attack on that region tends to repeat until it fails or a Peace or Shuffle event moves the Elephant.
