Can a President attempt Trade more than once in their Presidency's operations?

A President can retry after a failed (3 or 4) roll, but may successfully trade only once per game turn. The thread debated whether a President can trade, let a Governor act, then trade again; the rulebook's One Trade line settles that only one successful trade is allowed.
