What if there is no Commander in an Army — who acts and can the Army Deploy?

Without a Commander the Army cannot Deploy and no local alliances can be bought. The Army can still defend: Military Affairs chooses the pieces to exhaust, or the Chairman if that office is also vacant, and the acting player gains or loses no trophies. At the next Military Affairs step, a new Commander is chosen from the players with the most pieces in that Army.
