Only a few are mandatory: the Chairman must allocate the whole Company Balance, and the Manager of Shipping must spend funds until at most £2 remains. Almost everything else is written as "may" and is optional. A President must also give the Commander and Governors the chance to act, deciding in what order, though they need not act.
