Can the Director of Trade still move ships and writers after a failed Special Envoy roll?
The rulebook lists the transfers as a separate step after the Special Envoy actions.

Yes — the transfers are independent of the Special Envoy result, so a failed roll does not stop them. The exception is a catastrophic failure: the Director is removed at once and gets no transfers.
