Which regions can a Commander Deploy into?

Three kinds of target are legal: the home region of the Commander's own President, a region already tied to that Presidency, or one bordering such a region. Another Presidency's home region, and Company-controlled regions tied to another Presidency, are off limits. If your Presidency has no associated region (as at some starts), only the home region is allowed, so you cannot Deploy next to an unconquered home region. Shared borders are map borders, not dotted trade lines.
