Can a Commander retry a failed Deploy with pieces already exhausted, or buy more local alliances mid-turn?
The Commanders rules fix when alliances are bought and what exhausting does, and several players apply them the same way.

No on both counts. A retry needs fresh, unexhausted pieces; the ones already exhausted stay in the bottom half of the Army box. Local alliances can only be bought at the start of the Commander's turn, so you cannot buy new ones mid-turn to retry. A retry itself costs no money, only more army pieces.
