Do unrest cubes or a Company-controlled region reduce or increase the defence when I Deploy there?
The rulebook states Company-controlled regions have strength zero when defending; players confirm unrest is not strength for a Deploy.

No. Company-controlled regions have a defending strength of zero, so you lose no dice. Unrest cubes matter only when the Company is attacked in the Events phase, not when you Deploy. You may exhaust fewer pieces than you have.
