Can I make the Crown Commander buy a local alliance?
Yes. Bribe the Crown Commander; for example 2 promise cubes persuades a bull, stag or lion Commander. A Crown President always consents. If you are President you must consent to your own bribe. In a 2-player game, if the other player is President, they may refuse and your cubes are wasted.
