Do orange War or Peace cards carry over to later scenarios?
The designer said to keep orange reward cards.

Yes, keep all orange reward cards (e.g. Charismatic Leader) for the whole campaign. Progress on them resets each scenario, so they must be rebuilt. Cards with a curved arrow are rotated to show they were used.
