How do the neutral Merchants work in a 2-player game?

Place the Merchant discs of the three unused colours on the Mosques and the Gemstone Dealer (14, 15, 16). Landing on one costs 2 Lira, paid to the general supply, and you then roll both dice and move that neutral Merchant to the place with the rolled number. They are Merchants, not Assistants, and they do not carry out actions of their own.
