In what order do the phases of a turn happen?
The rulebook lists the four phases in this fixed order.

Movement first (including picking up or leaving an Assistant), then paying any other Merchants on the place, then the place's action, and only then the encounters with Family Members, the Governor and the Smuggler. You cannot loop: a turn is one movement, at most one place action, and then play passes. Encounters are not actions, so taking an action and meeting the Smuggler in one turn is normal.
