How does meeting the Smuggler work, and can I use him if my turn ended early?
The rulebook gives the Smuggler's options, and encounters come only after a completed action phase.

It is optional. You may gain 1 good of your choice and then pay either 2 Lira or 1 good, and the good you just received may be the one you pay. Then roll both dice and move the Smuggler. Declining leaves him in place. If your turn ended before the encounters (no Assistant to leave or collect, or an unpaid Merchant) you cannot use him.
