If I return an Assistant to my stack with a card or the yellow Mosque tile, can I then use that place's action?
Replies in several threads describe it this way; the rulebook only gives the cards' own wording.

No. Retrieving an Assistant is not picking one up at your destination, so the place's action does not become available unless you then leave or collect an Assistant there. The return happens before you move, in the first phase, and the stack moves on afterwards; the returned Assistant can be dropped at the place you land on.
