Istanbul
When a repeat card makes me carry out a place action again, do I move, collect an Assistant or pay Merchants again?
The card text repeats the action after completing it, and its notes say costs rise and indicators move as usual.

No. Only the action step repeats. You do not move again, collect or leave another Assistant, or pay other Merchants, and encounters happen after the last repetition. The place's current state matters: the Sultan's Palace cost and Gemstone Dealer price keep rising, and the Post Office cubes move after each run, so each repetition sees the changed place.
