Can I play a repeat card (+1 action) after I have already finished the place action?
Several replies agree on the timing and a 2019 reply adds the no-insertion point.

No. A "carry out the action one more time" card must be played in the action step, so a card drawn from the Governor in phase 4 is too late to repeat the action you already took. The card only extends the action itself; it does not give a new turn or another action phase. A 2019 reply also said you should not insert other bonus cards between the action and its repeat.
