What restrictions apply to a random board layout in the base game?
The rulebook's random-layout section states both restrictions.

Only two: the Fountain (7) must sit on one of the four middle tiles, and the Black Market (8) and Tea House (9) should be at least three places apart. Otherwise you may shuffle the 16 tiles freely. The rulebook phrases the Black Market/Tea House spacing as a recommendation, and replies to players who tried a randomizer say it should still be followed.
