When do the Post Office Mail indicators reset?
The rulebook describes this procedure.

Each visit gives the resources on the four uncovered spaces and then moves the leftmost top-row indicator to the bottom row. When all indicators are already in the bottom row at your visit, you still collect, and then move them all back to the top row. Reset is not a separate extra step before collecting.
