No. A card drawn from the Governor is not yours until you have paid 2 Lira or discarded a card, so you cannot play it to fund that payment. Your option is to discard the drawn card, which still moves the Governor. A 5 Lira card already in your hand can be played before the encounter, or to pay a different separate encounter afterwards.
