Do I pay a neutral Merchant on the Fountain, and does it still move?
The no-payment part is in the rulebook; the move-anyway part rests on community replies in the BGG threads, not on a ruling.

You pay nothing, because the Fountain never charges Merchants. Replies from the same thread say you still roll to move the neutral Merchant when you take the place's action, otherwise it would stay on the Fountain forever.
