What happens at the Tavern when I want a Ruby, and can the Tavern run out?

The Tavern holds no Rubies. Pay 4 coffee plus the goods on the Baksheesh tile to take the next available Ruby from the Gemstone Dealer, Sultan's Palace or Coffee House, then flip the Baksheesh tile, so it cannot run out.
