With the Tavern movement tile, must I still move 1 or 2 places, and can I stay put?

No on both. The tile is an optional alternative: move 1 or 2 places as usual or any distance in a straight line, but not through the Barrier unless you hold its control tile, and you still must leave your place. You do not have to go to the edge.
