Do Guild cards 14 and 15 need the tile's goods minimum, and do they give the Mosque Ruby?
You only pay 1 of the depicted goods; the tile's minimum on the wheelbarrow does not apply. Taking the second tile of a Mosque this way also gives the Ruby for that Mosque.
