How does the card that turns a die to 6 work?
Several replies agree and the card text excludes neutral tokens.

After you roll, you may turn one die to 6; it does not apply to moving neutral tokens such as the Smuggler, Governor, Coffee Trader or Courier. You can play two of these to turn both dice to sixes, for example to declare a 12 at the Tea House.
