What does the Barrier action do, and can anyone move it later?

Pay 2 coffee, place the Barrier between two places, take one of those places' actions without encounters, and take the Barrier Control tile; only its owner can pass the Barrier. The Barrier is not fixed: whenever any player takes that Tavern option they pay again, move it and take the control tile, so it may be moved by someone else. It does not move on its own.
