How does meeting the Governor work?
The rulebook describes the Governor's optional draw, the payment and the die roll.

It is optional. You may draw one Bonus card from the face-down deck, look at it, and then either pay 2 Lira or discard a card from your hand (the drawn card itself is allowed). If you drew, roll both dice and move the Governor to the place with the rolled brown number. Declining means you draw nothing and roll nothing, and the Governor stays.
