Do I have encounters at the Fountain, such as the Governor, Smuggler or catching Family Members?
The rulebook makes the Fountain the exception to ending the turn and then lets encounters follow the action step.

Yes. The Fountain needs no Assistant, so your turn continues to the encounters phase even if you have no Assistant to leave or collect. After the Fountain action you may use the Governor or Smuggler, and you must send other players' Family Members there to the Police Station. Only the payment to other Merchants is skipped.
