Do I get the place's action when I pick up my Assistant as well as when I leave one?
The rulebook offers the action after either option of the movement phase.

Yes. Whether you collect an Assistant already there or leave one from your stack, the action is yours. Assistants left earlier do nothing on their own; they only matter when you return to that place. You get no second Assistant and no extra action, since the pick-up is part of movement.
