Does meeting a yellow outcome also satisfy the green outcome it arrows to?

Yes. When the yellow outcome has an arrow to green, marking yellow also resolves green, so you don't need separate dice for green. Outcomes only connect in the arrow's direction, so green alone does not give yellow.
