Do effects score cards or points, and can score cards be spent as a cost?

Effects score cards, never points, and your score is the total value of the cards in your score pile. Cards in your score pile are never spent as a direct cost, though dogma effects can remove them. Only drawing steps up to the next higher age when a pile is empty; effects that take or score a specific value from a player who has none simply do nothing.
