A victim who transfers a card to your score pile draws a 1 for it. If nobody transferred a card, the second effect applies: every player sharing it, and you, draws a 1. The designer confirmed the second effect is meant to work especially when the demand did nothing, which is why Oars is a good catch-up card. Oars takes cards from hands only.
