Samuel De Champlain lets you claim an achievement of the drawn card's value without the score or top-card requirement when you draw a fifth card, including via draw and X. Duke Ellington ignores both the score and top-card requirements for that effect. None of them can claim an achievement that is not actually available. Queen Victoria takes the card from the bottom of an existing base stack of a chosen age, and if no lower age exists, nothing is transferred.
