When can I bring out a forecast card?
Several players agree; the designer only confirmed the foreshadow-meld dogma point.

Only after you take a Meld action, and only one card per Meld, of an age no higher than the card you just melded. Melds caused by a dogma effect do not allow it. It is optional, and you can foreshadow only when a dogma tells you to.
