In Echoes, do I draw a base card or an Echoes card?

First pick the age: if the base pile of the requested age is empty, move up to the next age that still has base cards. Then pick the type: if your hand has at least one card and none of them is an Echoes card, draw an Echoes card of that age (if one is left); otherwise, with an empty hand or an Echoes card already held, draw a base card. There is no choice, and it applies to draw-and-meld, score, tuck and foreshadow too. The designer confirmed this revised draw rule, and it applies without Figures too.
