Which age do I draw from on a Draw action, and what about a dogma that says "draw a 3"?
The rulebook states this directly.

A Draw action takes from the pile matching your highest top card and goes up only if that pile is empty; you can never draw from a lower age than that. A dogma that names a value draws exactly that value, regardless of your board, falling back to higher piles only if empty.
