If an effect begins "you may", can a sharing opponent decline all of it?

Yes. "You may" lets each player doing the effect, including sharers, skip it or do only part of it. If a sharer declines, nothing happened for them, so it does not earn you the bonus Draw unless another sharer did something. You cannot do both options of an "either/or" effect.
