How must territory tiles touch each other, at setup and when a new one is added?
The rulebook requires new territories to touch at least two others and setup tiles to be adjacent to two others; community and designer replies confirm 'at least'.

Each tile must touch at least two other tiles (not exactly two), so a tile may touch three or more, and gaps or a hole in the middle are allowed. This applies to setup in 3 and 4 player games and to every newly explored tile. In a 2-player setup there are only two tiles, so the two-neighbour rule cannot apply.
