Do Mountains or extra buildings matter at setup?
The rulebook says there is no limit to buildings per territory; the Mountains point is a consistent player answer.

The Mountains effect only applies to clans that move there, so placing starting clans (or clans after a wipeout, or via Explorers) never triggers it. Several Sanctuaries or Citadels may share a territory, including at setup.
