Yes. Any move starts a clash unless the card says otherwise, and the designer confirmed this for the Beltane move and the Summer discard-and-move. An older compiled FAQ saying Beltane moves cause no clash is wrong. The Summer move is by land only, and you can use it instead of playing a Season card on your turn.
