The designer ruled that each withdraw can include a sea travel.

One sea move per movement action carries any number of clans to a single other board tile; they cannot be split between two islands. Each Withdraw is a separate movement action, so sea travel may be used again on a later withdraw, as the designer ruled. Islands are reachable only through harbors, are not placed at setup, and stay separate from the mainland.
