Who places a harbor when Exploration reveals a tile with one, and how must the Capital be chosen?
The player who places the territory tile also places its harbor; the Brenn only chooses where the tile goes. A tile may carry no more than one harbor, so the Capital must be chosen where a harbor can attach.
