Can I play a card just to avoid passing (a proxy pass)?

The designer ruled on proxy passing for movement cards; the third-edition FAQ line is only reported second-hand.

Generally no. The designer said that cards like Conquest, Migration and Coalition are not meant to be played just to pass without doing anything. A player reports that the printed third-edition FAQ allows playing a card whose effects you truly cannot fulfil, as long as you follow all the rules, so the limit is that you may not choose to do nothing when the card lets you act.
