How does Exploration add territories?
Players agree and the designer answered on the details of who places the tile.

The Brenn picks a spot touching at least two territories for the top tile of the stack; the player who played Exploration places the tile and puts one of their clans on it, even if it leaves an enclosed gap. Only Exploration and certain Epic Tales add tiles, never Conquest or Migration. With no clans in reserve you still lay the tile.
